Paul is a highly trained and dedicated professional who has worked tirelessly for 34 years in the towing, recovery and traffic incident management industry to keep our first responders safe and secure. Paul has proven himself as an industry leader with extensive experience in light, medium and heavy-duty recovery, roadway incident response, and public safety advocacy.
He is the President of Slow Down Move Over Inc., an expert witness, and a motivational speaker with a proven record of leadership in high-risk operational environments. Paul combines hands-on recovery expertise, command-level supervision, multi-agency training and nationally recognized disaster response education.
Paul has founded and led a nonprofit organization dedicated to improving roadway safety and reducing responder struck-by-incidents. He has advocated for traffic safety policies and legislation while partnering with law enforcement, DOT, and public safety agencies.
He has served as a national motivational speaker at safety conferences, trainings, and public forums.
Mr. Libri will provide expert witness testimony in legal proceedings involving roadway incidents as well as light, medium and heavy duty recovery operations.
He can also oversee organizational outreach strategy, startup and program development.
Paul has lead complex heavy-duty recoveries using rotators and specialized equipment in high-risk roadway environments. As a TRIP 2 supervisor, he has ensured scene safety, operational efficiency, and compliance with state and federal protocols.
Mr. Libri has the knowledge and experience necessary to deliver educational and informational safety seminars and conferences with law enforcement, fire, DOT, emergency management agencies and private sector towing, recovery and roadway service providers.
He has and continues to mentor operators in advanced recovery techniques, responder safety and incident management integration. He is trusted for sound judgement in critical, time-sensitive environments.
